Why does the app download data on first startup?

Its been bugging me for a while and I cant remember if it was already answered. Why is the data downloaded, could it not be included as part of the app itself?

Device: Xperia play
CPU: Qualcomm 1 GHz Scorpion (Snapdragon)
GPU: Adreno 205
RAM: 512 MB
Screen res: 854 ? 480
ROM: stock android 2.3.4 rooted

It downloads data to the sdcard as the core and such is in the app itself, the config files are put on the sdcard to save internal memory

It originally did that because the APK was too large (it won't let you go past a certain size).  It might be possible to do without it now that it doesn't have that huge ROM in there.  I'll take a look and see where its at.  If it is below a certain size, I'll just zip up the app data and ship it with the APK, and instead of downloading the data on first run, it will unzip it and move it to the proper folder.  Thanks for bringing that up, I've just gotten so used to it that I hadn't thought about it.
